The Winchester Police Department arrested CB for driving an ATV after having his license suspended. Attorney Lynch made a Motion to Dismiss based upon the fact the State of New Hampshire failed to state a violation or crime. Attorney Lynch asserted if the state were able to prove Mr. Blanchard was driving an ATV is was no crime or violation because the incident occurred on his own property. The County Attorney Office declined to prosecute this case.
